As an expert in impact measurement of arts education policy, Bamford has been commissioned by a number of European ministries and agencies to conduct analysis research of their national provisions for arts and cultural education. This has resulted in the publication of three reports: 'Kwaliteit en Consistentie, Arts and Cultural Education in Flanders' commissioned by the Flemish Ministry of Education; 'The Ildsjael (fiery soul) in the Classrom: A Review of Danish Arts Education in the Folkeskole', commissioned by the Danish Arts Council; and'Netwerkan en Verbindingan: Arts and Cultural Education in the Netherlands', comissioned by the Ministry of Education, Culture and Science at the Netherlands Government.

Each report uses the same guidelines and process and Bamford's research involves empirical investigation of the current provisions in arts and cultural education using a combination of document analysis, case studies, narratives, interviews, focus groups and observational data.
